Joanne Dickinson

Chief, Customer Research & Marketing, Customer Liaison and Marketing Services Office, U.S. Census Bureau

As a seasoned U.S. Census Bureau manager, Joanne Dickinson has devoted her Federal government career to studying and reaching out to customers.

Ms. Dickinson has dedicated her work in the front lines in customer awareness and analysis to ensure that consumers receive the information they need, in the medium they prefer, and can more easily complete their most critical tasks in a user-friendly environment.

Most recently, Joanne has co-chaired a corporate Web site team to design and deploy a holistic, 21st century, customer engaging Web site. The purpose of this Web site is to introduce Web 2.0 technologies and Social Media tools to increase awareness, motivate participation, and engage people in the forthcoming 2010 Census this spring. She also supervises a team of about 12 staff who provide Census Bureau managers with consumer-focused digital and printed marketing services.

Joanne is a member of the Association of Public Data Users, Member of the Department of Commerce Social Media Working Group, a member of the Census Bureau's Social Media Steering Committee, Chair of the Census Bureau's Social Media Working Group, and Chair of the Census Bureau's Corporate Branding and Identity Team.

Joanne received her Master's Certificate in Project Management from George Washington University and two bronze medals from the U.S. Department of Commerce for her valuable contributions the Census Bureau's public image and for creating the 2010 Census Website that engages diverse audiences.

A native Marylander, Ms. Dickinson resides in Calvert County with her husband, Bob. They have three grown children.

Mr. Jack Harrison

Director of Public Affairs and Strategic Communications, National Guard Bureau

Mr. Jack Harrison is the Director, National Guard Bureau Public Affairs and Strategic Communications. In this position, he manages a staff of more than 50 Public Affairs and Historian professionals in support of the Chief of the National Guard Bureau and the Adjutants General of the National Guards of the 54 states and territories. He is responsible for all public affairs activities related to the office, ensuring effective communications with myriad audiences and media at all levels.

Mr. Harrison grew up in Virginia, and entered the Air Force in January 1981. He served in the Security Police career field with assignments at Aviano, Italy; Minot, North Dakota; Comiso, Sicily; and Spokane, WA. He retrained into Public Affairs in 1993, and worked as the noncommissioned officer in charge of public affairs, chief of community relations and chief of internal information at Kirtland AFB, NM; served as chief of command information and created and edited the Tip of the Spear at the U.S. Special Operations Command, MacDill AFB, FL; and served as the public affairs adviser to the Chief Master Sergeant of the Air Force at the Pentagon. Since retiring from the Air Force in 2001, Mr. Harrison has served as the director of public affairs for TRICARE Europe at Sembach, Germany; as a member of the public communications team at the Headquarters, Military District of Washington public affairs office in Washington D.C.,; as a Basic Public Affairs Specialist - Writer course instructor at the Defense Information School, Fort George G. Meade, MD; and as the Deputy Chief of the Dissemination branch of the Air Force Office of Lessons Learned, Rosslyn, Va.

He is married to the former Cindy Miller, an Industrial Hygienist assigned to the Center for Health promotion and Preventive Medicine, Fort George G. Meade, Md. The Harrison's have two children, and two grandchildren.

Robynn Sturm

Assistant Deputy Chief Technology Officer for Open Government, The Office of Science and Technology Policy (OSTP EOP)

Robynn Sturm is the U.S. Assistant Deputy Chief Technology Officer for Open Government, based in the White House Office of Science and Technology Policy. In this role, Sturm has been intimately involved in the development and implementation of the Obama Administration's open government policy since February of 2009. Before joining the Obama Administration, Sturm served as Deputy Chair of the Clinton Global Initiative Education Working Group, Executive Director of Universities Allied for Essential Medicines, and Project Manager for YUVA Consulting. She also worked on Senator Patrick Leahy's Judiciary Committee staff during law school. Ms. Sturm holds a B.A. and an M.A. in Political Science from Yale University and she received her J.D. from Yale Law School.

Lena Trudeau

Vice President, NAPA

Lena Trudeau serves as Vice President at the National Academy of Public Administration. In this capacity, she leads the National Academy's service delivery organization, supervises the conception and execution of strategic initiatives, opens new lines of business and drives organizational change. She is currently engaged in work with the U.S. Coast Guard, Federal Emergency Management Agency, Department of Housing and Urban Development, General Services Administration and the Department of Energy.

In addition, Lena is a founder of the Collaboration Project, an independent forum of leaders committed to leveraging web 2.0 and the benefits of collaborative technology to solve government's complex problems. In that role, she has led online interactive stakeholder dialogues for organizations including the Department of Homeland Security, the Office of Management and Budget, the CIO Council, the Recovery Accountability and Transparency Board, and the White House.

Lena brings over 15 years of consulting and management experience to the National Academy, leading multi-million dollar engagements for clients in the public, private and non-profit sectors. She received a Masters of Business Administration from the Richard Ivey School of Business at the University of Western Ontario and a Bachelor of Social Science in Political Science and Philosophy from the University of Ottawa.

Janice R. Nall

Director, Division of eHealth Marketing, National Center for Health Marketing, Centers for Disease Control and Prevention (CDC)

Janice R. Nall, Director of the Division of eHealth Marketing at the National Center for Health Marketing (NCHM), part of the Centers for Disease Control and Prevention (CDC)/HHS, is responsible for leading CDC’s communication technology efforts. Janice joined CDC/NCHM in 2005 and manages www.cdc.gov and CDC’s other e-health and new media initiatives.

Formerly Manager of the Usability Solutions Group at the General Services Administration’s (GSA) Office of Electronic Government and Technology, Janice was responsible for increasing the usability of U. S. Government websites and other communication technologies by providing policy, guidance, tools, resources, and training to federal Web developers and communicators. Janice joined GSA in 2003 and led the development of a cross-Agency usability program that included the Usability University program (now known as Web Manager University), the U-Group E-newsletter, and various usability tools, resources, and publications.

In March 2003, Janice was honored as one of Federal Computer Week’s Federal 100 – the top executives from government, industry, and academia who had the greatest impact on the government information systems community in 2002. In 2001, Janice received the NIH Director’s Merit Award for “extraordinary leadership in the field of communication technologies.”

Prior to working with GSA, Janice served as Chief of the Communication Technologies Branch (CTB) for the U. S. Department of Health and Human Services’ (HHS) National Cancer Institute (NCI) in the National Institutes of Health (NIH). She was responsible for usability, accessibility, emerging technologies, graphic design, and other user interface issues for NCI’s communication technology products and services. During her 8 years at NCI, Janice led the development of several new usability initiatives including the Usability.gov Web site, the Research-based Web Design and Usability Guidelines, the Communication Technologies Research Center (CTRC), the Usability Seminar Series and Training Program, and various other tools, resources, and publications.

Bobbie Browning

Vice President, Federal Consulting, GovDelivery

Bobbie joined the GovDelivery team in July 2008, bringing with her more than 25 years of federal information technology experience. Over the past year, she has built and led a team dedicated to improving communications and outreach in the public sector. Her passion is ensuring clients make the most effective use of Digital Subscription Management (DSM) services in the context of their mission.

Prior to joining GovDelivery, Bobbie held general management, sales and business development positions with a wide variety of government-focused and commercial companies including Wang Laboratories, UB Networks, Fast Search & Transfer, and most recently Wily Technology, a Division of CA.

Bobbie is a recognized leader in the IT Industry. She serves as the Membership Chair on the Board of Directors of the Armed Forces Communications & Electronics Association (AFCEA) DC Chapter and is an active member of ACT/IAC. A native of Indiana, Bobbie received her BA from George Washington University. She resides in NW, Washington with her husband, Lee Thomas. They have two grown children.

Scott Burns

CEO and Co-Founder, GovDelivery

Scott has led GovDelivery and served on its Board of Directors since before the launch of its first government client in January of 2001. His position has allowed him to spend the past decade supporting his passion of encouraging open government, civic engagement, and technology innovation in the public sector. Scott believes that effective use of technology provides the best opportunity to make both citizens and government better.

Prior to co-founding GovDelivery, Scott was the Director of Marketing at SafeRent, Inc., which was the leading provider of web-based tenant screening services to apartment managers. Before SafeRent, Scott was a consultant at McKinsey and Company.

In 2006, Scott was honored with the "Forty Under 40" award from the Minneapolis/St. Paul Business Journal and was named one of 5 "Emerging Leaders" by Twin Cities Business magazine. In 2008, he was one of 25 individuals in the private sector named to Federal Computer Week's (FCW) prestigious Federal 100 list recognizing people who significantly influence how federal government uses information technology. Scott serves on the board of the Saint Paul Chamber of Commerce and is an active member of the Minnesota Citizens League. He graduated from Dartmouth College with a degree in Economics.

Steve Ressler

President and Founder, GovLoop

Steve Ressler is the Founder and President of GovLoop.com, the "Facebook for Government" which connects and fosters collaboration among over 25,500 members of the government community. On GovLoop, members use social media such as blogs, videos, and forums to discuss best practices and share ideas on improving government. GovLoop won the 2009 Federal 100 Award, the 2009 AFCEA Bethesda Social Media Award, and was a finalist for the 2009 ACT/IAC Intergovernmental Solutions Award. Most recently, Mr. Ressler was named one of 2010 Top 25 Doers, Dreamers and Drivers by Government Technology. Mr. Ressler is also the co-founder of Young Government Leaders (YGL), a professional organization of over 2,000 government employees across the U.S.
