Blue Earth County and GovDelivery Get High Praise For Proactive Communications

For years, anyone has been able to get on the Internet and find everything from the compensation package for a company’s CEO to the phone number of a distant relative across the country. In too many cases, government has moved a bit slow in embracing Internet technology.

The article, appearing in The Free Press, describes how although there are exceptions, such as the state judicial and court systems, government has been slow to leverage the information and communication capabilities of the Internet. The article goes on to describe how Blue Earth County, MN uses GovDelivery as a proactive initiative to make information easily accessible as an obligation to its taxpayers.

City of North Vancouver LogoThe City of North Vancouver has initiated a new program, CityDIRECT, with a focus on enhancing government to citizen communication. The City recently announced the launch of the GovDelivery Subscription service, allowing residents to subscribe to personal email alerts or wireless notifications when relevant information is updated on the City website.

Subscribers are offered more than 95 different subscription items including news releases, community events, city council meeting agendas and minutes, newsletters and extreme weather advisories.

CityDIRECT also supports the City’s sustainability initiatives by reducing paper waste, as well as costs associated with traditional means of delivering City information.

The October 2007 California wildfires began burning across Southern California on October 20. Seven California counties declared a state of emergency, including San Bernardino County. In San Bernardino County alone, more than 14,000 acres of land burned and more than 350 structures were destroyed.

The County of San Bernardino views email much like GovDelivery does, as a channel of communication through which they can deliver detailed instructions to a broad audience during emergency situations. In September 2006, the County announced the launch of the GovDelivery email subscription service to include County press releases, Board of Supervisors meeting information, and most significantly, San Bernardino County Emergency and Resource information.

During the California wildfires earlier this fall, San Bernardino published press releases informing residents of the declared local emergency, warning them of the smoke and its potential dangers, and drawing their attention to relief efforts for the fire victims. During the month of October the number of email subscribers experienced a 30 percent increase and GovDelivery sent out nearly 20,000 emails on behalf of the County. A large number of San Bernardino residents received, and will continue to receive, critical emergency information by way of email.

Minnesota Department of Health

To further the mission of the Minnesota Department of Health (MDH) to protect, maintain, and improve the health of all Minnesotans, MDH looked to email to keep citizens informed about critical health information.

Through GovDelivery's subscription management system, MDH is able to offer email alerts on 92 different subscription options including current news releases, daily news clips, current health alerts, and HealthierMN and BugBytes newsletters. Since launching GovDelivery in July 2004 the Minnesota Department of Health has communicated with 15,000 subscribers; MDH has sent more than 2.4 million emails containing up-to-date health information on topics such as the West Nile virus, Pandemic Flu preparation, and E. Coli outbreaks.

In 2007, MDH issued health alerts related to the E. Coli outbreaks in ground beef, flooding around the state, and Minnesota's second case of human rabies in seven years.

As anyone who has handled a large-scale email program knows, just getting mass mailings past service providers’ spam filters can be a major headache. This article describes the benefits that the FBI has achieved through using GovDelivery’s system and then the focus shifts to the challenge of delivering emails to the subscriber’s inbox. Author William Jackson describes how GovDelivery’s specialty in government traffic allows their clients to form preferred relationships with internet service providers.

In a sidebar, the partnership between GovDelivery and Goodmail Systems is described; Goodmail Systems provides a service that cryptographically certifies that a message is trustworthy, creating what it calls a class of trusted mail. Goodmail has accredited GovDelivery as a legitimate, responsible emailer, represented by the small icon that appears next to every email sent from GovDelivery’s server.

Email consistently ranks as the No. 1 use of the Internet. That’s why Social Security now offers an email alert system to communicate important news and information to the public.

This article, published in the Tyler Morning Telegraph, goes on to describe the service that the United States Social Security Administration has launched through GovDelivery. What it doesn’t tell you is that Social Security offers 71 subscription items including press releases, audit reports, Social Security News in Spanish and popular baby names. Since implementing the email alerts in May 2007 SSA has accumulated more than 538,000 subscribers and sent more than 401,000 emails.
