H1N1 Pandemic: Effective Communication & Response During a Health Threat
On June 11, 2009, the World Health Organization (WHO) raised the worldwide pandemic alert level to Phase 6 in response to the ongoing global spread of the novel influenza A (H1N1) virus. More than 70 countries are now reporting cases of human infection with novel H1N1 flu. (A Phase 6 designation indicates that a global pandemic is underway.)
Direct communication from the government is an important primary source of information for the public, the media, and the public health community during an outbreak. In an effort to reach the public with vital information regarding the H1N1 flu pandemic, government agencies send millions of official updates through GovDelivery's email and digital communication platform. Since the outbreak in late April 2009, over 16 million government email messages were sent on H1N1 by the Centers for Disease Control & Prevention (CDC) and Health & Human Services (HHS) alone.
Aside from sending emails through GovDelivery, (example email from the CDC and HHS health agencies are also using Web 2.0 and social media to reach the public with pandemic flu information.
Federal and state health agencies have deployed GovDelivery's Share This Email feature which allows any recipient of a government email to repost the email content directly to social media websites such as Facebook(r) and Twitter(r) with minimal effort. HHS utilizes Share This Email and Information Sharing Widgets features for its PandemicFlu.gov widget. The widget streams real-time flu outbreak information from HHS, the CDC and WHO, and can easily be added to other government, news or social media sites. (See the widget. Install the widget.)

Government Printing Office
The Proactive Public Communication Roundtable featuring HHS & GPO was held Thursday, May 28th at the National Business Center, Department of Interior. Featured speakers included Kathryn Hambleton from U.S. Health and Human Services (HHS) and Jeffrey Turner from U.S. Government Printing Office (GPO).
Kathryn Hambleton's (from HHS) presentation focused on the outreach during the H1N1 flu emergency, specifically how HHS utilised GovDelivery's EDSM and the first GovDelivery Information Sharing Widget, PandemicFlu.gov News, to increase awareness and reach a larger audience. At the on-set of the pandemic flu crisis (April 27-May 1, 2009) HHS saw a surge in the number of individuals interested in receiving email and text message alerts; average new subscribers exceeded 3,000 per day versus the previously established average of approximately 215.
Jeffrey Turner from GPO presented a case study on using a creative marketing campaign and email to generate interest in government publications. GPO's "Sweet 16" campaign was developed around the March Madness theme and had very impressive results: over 139,000 votes were received during the 11 day promotion and sales of the winning publication (Black Americans in Congress) increased by 231% in the four weeks following the promotion.

Excellence in Communication Award Recognizes Government Innovators
The Excellence in Communication award recognizes government entities that demonstrate innovation and leadership in proactive government-to-citizen communication. Presented quarterly, GovDelivery celebrates agencies that take an innovative approach to improve communication and service to the public through effective communication channels, collaboration, and compelling content.

U.S. Government Printing Office Wins Excellence in Communication Award

The U.S. Government Printing Office (GPO) was recognized by GovDelivery, at the recent roundtable event, for Excellence in Communications. The award was presented at the event on May 28, to GPO Director of Marketing and Sales, Jeffrey Turner, for "Scoring a Slam Dunk [with its] Sweet 16 Promotion," and increasing winning title sales by 241% and subscribers by 200%.
Since its inception in 1861, the United States Government Printing Office (GPO) has provided Congress, the courts, and government agencies with a set of centralized services that enables them to produce printed federal government documents easily and cost effectively. Critical to its core mission of "Keeping America Informed," GPO implemented GovDelivery's Email and Digital Subscription Management solution to expand program awareness and reach a larger audience.
During GPO's "Sweet 16" promotion, email alerts were effective in keeping citizens informed and excited about the voting and results. The round in which email alerts were not sent garnered just over 9,000 votes, representing a nearly 79% drop-off in voting from the previous round. The power of reaching out to your audience is obvious as nearly 130,000 votes were entered during the other 3 rounds and the winning title's sales increased by 231%
The Government Printing Office was selected from the nearly 120 federal government entities across the United States, that work with GovDelivery, as the inaugural winner of this award.
