The role of e-mail in strengthening
government-to-citizen communication has increased dramatically over
the past few years as e-mail has become ubiquitous in society, with
more than 91% of Internet users using e-mail (Pew Internet &
American Life Project). With inboxes filling up with unwanted e-mail
(i.e., spam), people are becoming more discerning about what they
will read and are demanding to have more control over what they
receive. They only want e-mail from known senders about known
topics. In other words, e-mail senders must have permission
to enter recipients' inboxes and must be delivering specific
information that the recipient requested, rather than just
one-size-fits-all updates.

Since the Oregon Department of Human Services launched
GovDelivery ESM, Oregonians who want more information on
anything from Bluegreen Algae Advisories to Communicable Disease
Summary get the latest health news sent to them as soon as it is
updated on the department's website. Residents can select from more
than 130 specific topics that affect their quality of life.
Since launching GovDelivery ESM a year ago,
the Oregon Department of Human Services:
- Sent more than 700,000 e-mails to subscribers.
- Signed up nearly 7,500 subscribers and obtained an average of
more than 10 subscriptions per subscriber.
- Developed the ability to deliver timely communications to
subscribers at a reduced cost.
- Incorporated more than 130 specific subscription items

BEHIND THE SCENES: Fritz Bogott, Director of
Application Development
Fritz Bogott joined the
GovDelivery team in November 2000 as the Director of
Application Development. He worked with the company co-founders to
translate their vision of creating an e-mail alert system for the
public sector into technical reality. Today, he continues to oversee
the design and development of the GovDelivery E-mail
Subscription Management solution. Prior to GovDocs, Fritz worked for
industry-leading companies such as WAM!NET, ABB/Amdata, and Pratt
and Whitney/Cenco.
Fritz received a Master of Science in Operations
Research from the Georgia Institute of Technology and has an
undergraduate degree in math and German. When he is not at work,
Fritz enjoys spending time at a neighborhood park with his two
children, brushing up on his German and Mandarin Chinese language
skills, and perfecting the art of home-brewed coffee.
